This is fairly simple, and I think will probably require a little bit of CSS .

1) Fix #1: I would like top level navigation links to be active on-hover instead of on-click for large viewports (computer screens). The submenu will apear for each top-level navigation item on hover. The submenu should be sticky, and the top-level navigation item should remain active (purple background). Top level links should be made inactive (transparent background) when a different top level link is hovered over. The top level navigation links (like "applicants", for example) should be clickable.
#2) On the moble menu, disable the submenu entirely so it is only top level navigation items. I In other words, the sub menus for each link (like for "Applicants" will not show.)
I can give you admin access to the WP installation, but not cPanel.
