Laravel expert

I'm looking for a Laravel expert to work on a SaaS script to add the following features:
1) Payments via Paypal and Stripe. Note: currently the script works with Stripe BUT only the admin gets paid by the end user and then needs to manually pay merchants back. I would like for each merchant to be able to enter their own Stripe and Paypal credentials and be paid directly by their own users.
2) Add delivery fields in the checkout process (i.e. first name, last name, address1, address 2, zip/postal code, telephone, email and time of delivery (if applicable)
3) Allow each merchant to toggle on/off what they need in terms of delivery, pickup or in person choices
4) the script currently has one unique terms and conditions, cookies policy, etc that covers the entire website and is managed by the admin. I would like to keep this but also allow each merchant to turn this feature on and off and be able to enter their own terms and conditions, cookies, etc policies
5) same thing with SEO. I would like to allow each merchant to enter their own <title> and <meta description> etc that could help with very basic SEO
I'm looking for someone that is an expert in Laravel, that can start right away, fully dedicate to these changes and complete them asap.
