Looking for Internal search engine expert - WPBakery builder

I got a website which will eventually have 1 thousand products, these products will eventually be made up of Multi vendors in different cities in one country.
The idea is for potential customers that visit the website, and according to their IP adresseses redirect them to a different (dynamic) internal landing page, if UNABLE to get their IP address then the main page would request to enter their zipcode/postcode and according to their postcode it will be directed to a local (dynamic) internal landing page.
Once they have landed on that page, ONLY products that are in close proximity to that zipcode/postcode should appear in the page.
Example:
Fictitious Country: NARNIA
Has 7 States: Aba, Baba, Caba, Daba, Eba, Faba and Gaba
Each STATE has 6 main Cities: City 1, City 2, City 3, City 4, City 5, City 6
When potential customer visits Narnia, State Aba in City 2 then only the products that are in that region/city should be seen in the landing page and when submitting a search query City 2 should appear at THE TOP of the search results and as search results are scrolled down, the other cities (City 3, City 4, City 5, City 6) should start appearing according to proximity of City 2 in state Aba should appear.
PARAMETERS FOR THIS PROJECT
- No additional plugins should be used, since there is already a Ajax plugin search box installed
- Widgets are already installed they would have to be customized
- No google map API to be used.
- All search queries should be retrieved from the ONE database
- Newly created landing pages should be identical (Only changes are images of products)
- Newly created Landing pages and search results should be responsive for mobile, Ipads and Tablets
INFORMATION: The Wordpress theme template I have is made in WPBakery using Woocomerce and compatible with Bookstrap 4.
