Need a website to sell contract

I have a few queries: "The buyer picks one of the contracts and purchases it." - so there will be a list of contracts for him to select from? How will this list be generated? Which payment gateway needs to be integrated? "few required information" will be same irrespective of the contract purchased? Admin role in verifying anything? Contract will be a PDF file? We need to generate that? I would like to see the format. "send it to a specific receiver by email that the website will ask for" - how and who determines the receiver? How will signatures be captured? Once you address the above, I will be able to assess scope of work and will work out my cost accordingly. However I request you to reconsider the proposed budget as it is a fair amount of work. I ensure a thorough job and also support if you need changes and enhancements in future. Also I believe there should an Admin approved authentication system. From what I have read , there are only a few more things that needs answering so that I can understand your deployment.
