PHP/Laravel - Payment Processing Code for 3 Plans

Job Description:
I am going to get 50+ bids and I need 5 quality bids so here are the rules to hear my response:
1) I have explained everything in project here so read and send me a bid with real amount.. No placeholder. Similarly, real time - no default selection. Impress me with your bid.. No portfolio.
2) Budget is real and in project. Don't expect me to pay different amount once you spend time discussing with me.
3) It needs UI/UX and PHP/Laravel Code for a web page. I have hosting where you will put your code.
4) No dummy bid .. no copy/paste bid.. I shortlist you or I delete your bid.
5) No unnecessary chatting.. If you ask me a question which is in this project, it gives me a reason to delete your bid.
I will ask you if you read 5 rules and if you say Yes, it means you followed all.
Project:
I need PHP/Laravel code (web based code) where we show a web page with Price Plans (3 plans) and ask customer to choose one of the plans.. If they choose $0, we go in A routine (you just write a print statement for now) to do A things, if they choose $5 plan, we do B routine (you just print a statement for B tasks) and if they choose $15 plan (maximum), we do C things.
For every payment plan ($5 and $15), we get their credit card and we also get their inventory (Excel/CSV file which I will pass) and we count # rows and we charge them # rows * pricing plan amount.
In other words, if they uploaded 20 rows (in my Excel/CSV file) and chose $5 plan, we charge them $100 otherwise if they chose $15 plan, we charge them $300 on a credit card. (if we can include paypal in processing it is advantageous).
I have another developer who has code for A/B/C routine so plan is to merge his code in your code and come up with a web based page/form where I register a user and charge them too.
