Problem with the delivery feature on a WordPress/Woocom website.

Job Description:
I’m having a website built & the developer who is building the site has come up with a problem linking the delivery cost, on the product page he has designed, with the size, weight & price fields of the WordPress platform.
I asked him to set it up so that I can change the prices across all my 130 products without having to do this for each individual product -for the various destinations [UK, USA & EU etc]
I also need to be able to change my product prices on a similar basis -so I can increase my prices by a percentage across all 130 products so I don’t have to do this manually for each of the 130 products.
If you know how to set up these two features on my website then please contact me & give me an idea of how much it would cost.
Subject to your bid, I will provide you with the temporary website URL & login details so you can check the how product page & backend are set up.
I need to resolve this problem ASAP so I would appreciate a prompt reply.
