Programmer with Google DoubleClick API or Internet Advertising API Experience

I am looking for a programmer who has experience developing php applications for internet advertising management using the Google DoubleClick API. Specifically, I want to develop these programs right now: 1. Script to update DoubleClick Orders with adjusted revenues 2. Script to auto-generate new doubleclick orders every month 3. Program for partners to access reports on THEIR data only that include a combination of a subset of doubleclick data and excel data generated from other sources. I want an hourly programmer available on a project by project basis. I prefer PHP coding but would also consider other languages. If you don't, you must provide other similar experience because there are a bunch of advertising-specific terms and concepts you will need to know to do this job, so again, list which advertising-oriented APIs you have worked with.
