Hello. I've recently completed a very similar task to collect in async way a thousands of URLs and then do resize in parallel. The bottle neck were in network band (RTT between src and dst). I can do it in python, but if you really need it in PHP, I can do it in PHP. My numbers for 10k URLs (2GB of data) is 2 min 30 sec. And 1.5M took 7 hours (over 300GB network traffic) within 300 concurrent URLs fetching and up to 5 jpeg resize cores. The budget is subject to adjust depending on complete project goals.
