Telegram bot to forward group messages

I need a bot that does the following functions on telegram:
1) Copy images sent by a certain user in a Telegram group (*that I am NOT admin);
2) Convert the image into text;
3) Include some texts in the same converted text;
4) Convert the final text into an image;
4) Forward the final result to another Telegram group (*that I am admin).
Should be a web based app. with use of a VPS.
Code must be sent together with the app.
-The function to convert image into text from captured message should not be considered for this first step of the project, but it may be considered as a second step.
-The Telegram group which I want the messages to be captured is a private group which I am a member (NOT admin). So probably the app will have to use a telegram account which is a member of the group;
-The app should work in a way that the owner and the admin of the group can not know the messages are being "captured";
-The app should be developed to work on Windows based VPS;
-The app should have options to replace some words of the message based on certain conditions to be defined by the user (e.g.: replace the word "Buy" with "Comprar"; replace "USER X" with " "; etc);
-The app should have options to only capture messages that meet certain conditions defined by the user (e.g. only capture messages that contains the words "Buy" and "Sell", etc).
-The final message to be forwarded to the destination group should be converted into image, using a predefined image as background.
-The project should meet all the requirements specified in the attached file "Telegram Project 5".
