video upload website

Looking for a programmer to assist in building a website (programming control panel for back end only) that will allow users to create an account and upload videos to submit to ongoing contests - they can store videos in their account, upto a certain size for free, beyond that size they will have to pay a fee. Must have a main control panel for the site owner and a limited control panel for individual users to login to their own accounts. The users will also need to have the ability to add email addresses and get friends to create their own accounts to view videos and vote for their friends videos. Main control panel will need to have ability to delete accounts, change/edit every field entered by users. Additionally, admin will need to have an email system that allows site owner to add marketing email addresses as well as use current email addresses to send out promotions to. Also will need page manager module to allow for all ststic pages to be edited by site owner. All design will be done by my company. Pages will be views for the public in two ways, to view videos in the library (by keyword search) or to post their videos (with keywords for search).
