PLC & HMI programming for drink recipe machine

I am looking for a programmer who can help me integrate 15 peristaltic pump motors. Utilizing 15 load sensors that will be under the liquid reservoirs that are being pumped out of. In addition it current senors that will be looking if the motors are working or not. I want to integrate one more load sensor for the final mixing product to ensure the correct amount of liquid was delivered. A database will have to be made to store recipes based on user inputs and will be used to mix the liquids based on percentages in the recipe. I can help with the hardware and wiring i need help with the software and programming.
