Fluid modelling to Design a Chute that Funnels Currents Up

The objective is to use a fluid modelling package to help determine the best shaped 'chute' or ramp on a concrete block that will direct water current upwards and to the greatest height. The concrete 'block' will be sitting on the seabed and natural water current will hit the block. We want to direct this water upwards as high as possible. But what is the best shape to do so??

For example is it better to have a wide base and narrowing chute or ramp? Or is it better to have a chute/ramp that is even in width? Should the chute/ramp have sides and what height should they be?
