We require a whole booking and administration system for our business.

We already have a system in place which uses the Microsoft .NET framework (ASP) using an MS SQL database although we need a whole host of new features added to this.
The developer has a choice. Build an entirely new system from scratch or extend our current development. Extending the current development would involve a complete design change and also fixing some problems we have in terms of slowness/timeouts we currently get. It may be an easier job to build from scratch.
A new system could be written in a different language and have a different database.
The system would serve core areas of our business from home schooling to business training to training in groups.
Main elements: Database of tutors and tutor application process.
Tutor booking system using email and SMS acceptance of jobs.
A reporting service to allow tutors to record lessons (tutor extranet) and allow us to pay them.
A billing system to allow efficient billing of students. Full invoicing system.
Payment systems to allow payment by students (student extranet)
Online booking and enrolment for students for private tuition courses and group courses.
Professional looking front and back end system which can be used easily by non-technical people.
We require a developer who has experience in developing customer relationship systems and business systems who will be able to provide advice and ideas on some areas.
We will only consider developers who have experience and a proven track record.
I do not see the overall scope of the project increasing above and beyond the specification document but I do expect that you/we will encounter numerous problems along the way and any developer will need to work to solve these and to deliver a full working system in line with our requirements. Prior to allocating any bid we would expect a developer to provide their own specification document and prove clearly a good understanding of what is required.
