psd to valid html/css

We have a simple PSD that needs converted to valid html and css. Willing to have a new provider cut their teeth on this project as we need it cheap BUT done properly, and fast. We will provide you with the PSD and expect the full design cut sliced and coded back to us as quickly as possible. When we have checked it we will make an escrow payment, no escrow payment will be made before then. First job of many for the right person. Price is the issue here, if we dont get suitably qualified people quoting cheaply we'll do the job ourselves, just trying to spread the work about. A jpg of the design is attached for ease.
