WHAT I NEED: There is a python script; pyshp which easily creates .shp files. However I need a larger script to look into a folder (that the user points to) that has one or several .csv files and the scripts writes one .shp file for each .csv file. The already written script: pyshp, should be good to use for this but needs to be complemented with the reading and looping through the records of the .csv files. The: pyshp can also write a .prj file to each .shp so that the .shp files gets projected correctly. My wish is to get the files projected in WGS84.
IF POSSIBLE: It would be nice if this above could be done with .xls files instead of .csv - however it is not a must!
All things needed: the script, the folder where the csv or xls files are stored and any library must be stored/referenced on a USB. The computer having the USB will have python 2.7 installed already.
I will specify the names for each columns if anyone is willing and able to write this.

I can hack pyshp, or alternatively write a separate program/script that utilizes the script if you would like to keep pyshp tree clean for future upstream updates. Adding xml support is no problem as well.
Sounds like fun. I can set this up for you in Python. I'll even add support for [url removed, login to view] files. Code will be well documented and debugged. Based in Toronto
This should be a fun project to work on. It should be a simple task to turn these csv files in shp files. Just let me know if you would like a separate solution or if you would like the solution to be integrated.
