Iimage(s) to background video with sound - Python

Job Description:
I don't know enough to do this myself, but several python libraries exist to make this project easy. Most what i've seen uses moviepy

Download and use as the background video and audio as a sample (select 30 second RANDOM spot in video each creation)
In command python
1. Type in a command to start (no command options needed)
2. Take one or more images from a specific single file folder and have them display over a 30 second background video. If 3 pictures, each picture will display for 10 seconds, if 1 display for 30 seconds, etc
3. fade images in/out like the example "what goes best with coffee" in the attachment
4 Create video aspect ratio 9:16 (portrait) in a RESULTS folder using MP4. I have attached an example of what it should look like "video [login to view URL]". I don't need text to speech
