Algorithmic Trading Pyhton

Looking for someone with algorithmic trading experience using Python. An algorithm that executes trades upon the fulfillment of several criteria. There will be a collection of indicators which will be back tested in order to formulate an optimal strategy. Strategies will be tested using QuantStats.
1. Simple-Moving Average: This will either be a price crossover when the price passes through the moving average, or it will be when a long-term and short-term moving averages cross.
2. Twitter Sentiment: Our random sample from tweets about a given company give it a base rating of -1 to 1. We can then graph these averages and perform a momentum analysis using RSI.
3. Price-Momentum Analysis: This will be using indicators like MACD and RSI.
4. Head and Shoulder/Rectangular Pattern Detection: I have found a code which suggests it can use convolutional neural network to detect head and shoulders patterns. I am not sure if it will work or if a better one can be built. The idea is to identify early formations of head and shoulder/rectangular patterns.
We have to explore strategies that reward agreement between these indicators. For example, if the Simple Moving Average Analysis indicates a break in current price trends, coupled with a sudden negative sentiment from the Twitter indicator, a sell order is executed. It is very important for me get these indicators running smoothly fast so that more resources can be spent of comparing different strategies and running many back tests using Quant Stats.
