build 24/7 live Streams monitoring and alert engine

i'm looking for a developer that have experience like in my requirement before.
the system should be working based on ffmpeg and ffprobe.
project describe :
i need to develop engine that will monitor and Analyse video / audio streams for quality of service and alert by email/sms to specific group .
the stream could be hls/mpd/(abr) rtmp /rtsp / icecast ( audio only )
the basic alert that need at the begging of project and alert is :
stream availability
bitrates
resolutions
audio-level (R-L)
audio-video unsynced alert
blackframes
fps
show stream technical info on demand
the system need to work on dedicated vps with ubuntu OS i will provide full access byt ssh .
need to be configuration table with all streams and limits per stream
the alerts should be in realtime
the project at the begging is with low budget but will increase if when project will success.
please only freelancer with approved experience on ffmpeg or monitoring tools development will get this project
