Need a python code for print the data from a live stock tick price price updating excel to another excel only if there is a change in a particular cell data of the excel

This code reads data from the streaming stock tick price updating file '[login to view URL]' from the 'B' to 'v' column and prints the output. I am trying to use a loop function to check the excel sheet in some time interval and print the output only if there is a change in value suppose in the 'v' columns data only.
