Prepare an EXE file from a Python program (dash+flask)

GOAL:
The goal is to convert this python flask web project into a Windows executable (.exe) without any dependencies.
DELIVERABLES:
1. the .exe file of the attached sample program
2. the indications on how we can create the .exe file from the attached sample program
TIMING:

REQUIRED EXPERIENCE:
We will consider only freelancers that have already created an .exe file from a python program that includes Dash and Flask.

The sample program is a simple web project. The web page consists of one graphic and two buttons.
When I click on the button, the graph is populated with data taken from a csv placed on the desktop or from a csv placed in a path relative to the position of the .exe file.
