Send 'Hello World' to current browser tab with Python

I'm an entry-level/hobby programmer. I am in need some Python code for a project. I've been unable to figure it out on my own and I will pay someone to do it for me.
Scenario: I have a Windows 10 machine with one or more browser tabs open. I might have one Chrome window/tab open. Or maybe one Opera window/tab open. Or maybe I have three different browsers open with multiple tabs each, e.g. Edge (2 tabs), Chrome (4 tabs), Firefox (1 tab).
The desired code would 1) identify the current browser tab then 2) display "Hello World" in that tab. It only needs to work within the local machine itself.
The code must work regardless of which browser is current (Edge, Chrome, Firefox, or any other). Format/appearance of “Hello World” is unimportant.
To see that it works, I would like to have an executable file that I can run from a desktop shortcut. i.e. Double-click the shortcut and "Hello World" is sent to the current window tab.
From there I would incorporate the Python code into my project.
