Sourcing Software to develop web based Request for Proposal and Reverse Auction

I am looking for a software developer who can create a web based Request for Proposal (RFP) and Reverse Auction platform. The software should include both RFP and Reverse Auction features. I have no specific programming language preference, but I would like the programmer to suggest and implement the most suitable language. My budget for this project is less than $1000.
Ideal skills and experience:
- Web development experience
- Experience developing Request for Proposal (RFP) and Reverse Auction platforms
- Strong understanding of programming languages such as JavaScript/Node.js, Python/Django, and PHP/Laravel
- Ability to suggest and implement the most suitable programming language for the project within the budget constraints
- Attention to detail and ability to create a user-friendly platform
RFP Function:
1. Send invite to multiple vendors simultaneously
2. Administrator to be able to easily change RFP questionnaire with fee text, check boxes, buttons, etc.
3. Administrator able to calculate quantity and price automatically
4. Administrator to have ability to download and upload documents
5. Administrator summary export to Excel Spreadsheet
6. Chat function (private) between Administrator and Vendor
7. Administrator ability to choose vendor and add them to auction site
8. Time limit for RFP's to be viewed, edited, extended or canceled by Admin
Reverse Auction Function:
1. Admin to select Vendor/Bidder ported from RFP
2. Admin to freely add bidder
3. VIEW ONLY function for outside viewers not selected to bid
4. Start and stop time for bids to be entered with countdown feature
5. Automatic extension if a bid is entered within last 30 seconds (or variable X seconds/minutes/hours, etc.)
6. Admin has the ability change extension variable and how many times the extension can occur
7. Bidders have the ability to bid on entire scope of work or a "lot" within the scope of work
8. Summary page of bids
9. Results and summary are in real time
