Senior Software Engineer in REACT and HMAC Security Model

I need a senior software engineer that understands HMAC Security Model, Encryption and Decryption techniques, and how to interact with the local machine registry.
This requires an advanced skilled developer and not someone who only does react web pages.
If you have a senior resource that can work on a security architecture and framework project, please advise.
Server side is .NET. That would be a plus but REACT is mainly required.
