Get Ruby on Rails Code and PostgreSQL file installed/operational on my Windows PC

I was given Ruby on Rails directories/code and an associated PostgreSQL file (.pgsql). I want to get the RoR directories/code up and running on my windows PC (not on a server environment) and need someone to assist via webex. The code should already be on my PC (I downloaded via FTP) and I downloaded RoR 1.87, but do not know how to configure properly. If you're interested in working with me on this via Webex (I'm on Central Time Zone in US) then bid and we can discuss a time to connect online. My budget for getting this up and running is $100 and require assistance in English.
