Scan multiple pages and create PDF

1) I am developing an in-house app which needs to scan multiple pages and create PDF file. The in-house has a button "Scan". When this scan button is pressed, it should pop up a form. This form is what we want for delivery.

2) On the form, there should be following buttons "Scan", "Scanner Setting", "Select Scanner", "Rotate", "Add", "Save". and also, a list of scanned image and preview. Most functions should be similar to a standard scanner software. The only additional functionality is the "Save" function. When the "save" button is pressed, a new form will pop up. In the new form, we will supply a file name and path to save the pdf file.

3) The delivery should be in C# project using VS2008. Ideally no third party library. If you use third party libary, we have to check first.

2- User presses preview/scan from twain GUI
3- Custom form opens (has this functionality):
a)- a list on the left side - (which has the scanned image)
b)- a preview on the right - (previews list image clicked)
c)- "Scan another" btn - (scans another image using previous
scan settings. Open scan twain gui, preview/scan as first page)
d)- "Delete Image" btn - (deletes images from list)
e)- "Rotate" (180deg) btn - (rotates by 180, in one direction only)
f)- "Move Up/Down" btns - (to re-order images)
g)- "Save to PDF"button - (Creates a PDF from JPG images on the
list, in the list order, and saves to disk (e.g. c:\Scan\pdf)
