AdWords API Integration

Hello, I need software to purchase or build using the Adwords API that gives me the ability to manage KW's, Ad Groups and Ads Dynamically. Please advise me of any solutions that you find appropriate either proprietary or on the market. If you are proposing an off the shelf solution, then I need one-on-one training so that no learning curve is required. Ignore the bid amount and PMB what you would like to charge. Thanks, Jay
