Build socks tunnel app with rotation function , supporting multiple connections , similar to proxifier

I need a software similar to proxifier in which I can insert a number of socks ( e.g. 500 socks ) and it will start a software of my choosing to send e-mail campaigns , bulk mailing through socks , and socks will be rotated at certain time or something similar.... SO basically this software should allow me to open another mailing software through socks and process the e-mail sending through the socks connection ( smtp is remote one used through the multi-threaded mailing software ). Software will only have to route the connection through socks and have a posibility to rotate socks every x minutes or something similar. Please only experienced and fast coders message me.
