Hi! I'll do it for you in a day. I've been programming for windows for decades (though the project doesn't require deep windows programming knowledge, to be honest). Sincerely, Ivan Stepin.
Hello, I can develop this C/C++ DLL using either MFC or straight low-level Win32 API as you described. In addition, I will provide you with a simple test application to test the DLL. Thanks

Dialogue boxes, message boxes, C++, and DLL's are my forte. I can even add a feature to verify that the text input was indeed an email address if that is something you need.
This DLL should a public class file that will have multi public methods implemented inside. public methods will be visible outside of DLL once dll is included or referred by other project
