Car Number Plate Recognition tha recognizes and stores car plate numbers of European cars in 'near' real time while driving using a Raspberry Pi 3 and a USB camera. The number that is recognized should also contain the 1 or 2 letter country code if that is present and recognizable on the car plate.
The camera is a USB camera connected to a Raspberry Pi 3. The camera produces full HD (1920 x 1080) video images in MP4 or MOV video format at a rate of 5-25 frames per second through USB. An example is the Mobius camera.
The recognized plate numbers with country code, should be written to a text file that can be accessed by other applications while the recognition application is running. That file should not be locked during recognition. Each number should be stored on a separate line, for example for country code D or NL:

AA-123-A/NL
The Pi 3 should recognize at least one video image number per five (5) seconds. A single image can contain more than one plate. If no plate is found on an image, scanning to find a plate on the next image should take less than half (0.5) a second.
The application must have 2 processing modes, a switch given when starting the application. The 2 modes are:
1. Near real time: The application uses the camera. If plates are found on an image, the video images of the camera while recognizing or scanning may be ignored.
2. File mode: the video is stored on a file (full HD, 1920x 1080, AVI or MP4). The camera is not used. The application must process every image from that file in this mode. This means that the application will run much slower than time length of the video, in case the recognition rate is lower than 5-25 frames per second.
The Pi 3 has no console display. Installing and starting the application should be possible through PUTTY.
Project needs to be native code for an Raspberry Pi 3, running the current version of Raspbian. The application must be open sourced and based on OpenCV and only include the required components to make the application run without a dependency on others installed on the Pi 3. Project must also deliver a binary install package.
