Financial Planning Web App

We are looking for someone to help create a financial planning web app for us.
Goal: Have a program where you can upload a document that contains your current financial information such as Age, Income, Assets etc and the program will read the document and provide all strategies available to the person based on their specific circumstances that have been disclosed in the document.
We want to start developing one strategy first, with the potential to add a number of additional strategies in the future. Please see below for the first strategy:
Strategy name: Downsizer
Key eligibility criteria for strategy:
Are you or your spouse over 55 years old? Yes / No
Do you have a property located in Australia? Yes / No
If yes to both - eligible, with the following disclaimers:
Disclaimers 'You will be eligible if you also meet the following conditions':
You are selling a property.
You or your spouse have owned the property for over 10 years.
It is not a caravan, houseboat, or mobile home.
It has previously been either your or your spouse's main residence.
You have not previously made a downsizer contribution.
The program is to take the key information and say whether a strategy is possible or not. It is then to have an additional section which outlines the disclaimers as shown above.
We plan to eventually have a 'Strategies Available to You' ending page with a list of all strategies such as:
1. Downsizer (i.e the one above)
2. Re-contribution
3. Concessional Contribution

No preferred technology stack or security measures have been specified. We want the app to be modern and user-friendly, with an intuitive interface and helpful data visualization. We also want the app to be compliant with all relevant data protection laws, with necessary technical and organizational measures and protocols in place to manage user data safely. The project should follow best practices in coding, testing, and quality assurance. An efficient and cost-effective delivery is essential.
