T-SQL stored procedures for existing database - repost

I need a set of ~10 stored procedures.
The SQL 2008 database has ~30 tables, related to Person Profile data. Tables have one-to-one and one-to-many relationships. Stored procedures will do different types of comparison between 2 profiles.
Each comparison will take 2 profile IDs and optionally other parameters. The comparisons can use referential data across multiple tables
Comparison might be Boolean, numeric, or equality, type of CONTAINS with string values, or be a complex with conditional logic
Example of a simple comparison, each Person has a set of Skills (one-to-many). The Skill comparison rule will:
Compare skillset of both person and:
1. return numeric value proportional to the number of shared skills
2. return literal verbiage describing the output, such as “Person A and Person B both are skilled in Skill A and Skill B”. This part requires excellent English
A final stored procedure will do rollup across all rules and provide result in sorted by numeric output order.
The exact design will be discussed and tailored with the winner.
The deliverable is a INSTALL and UNINSTALL scripts, to create stored procedures
