Build utilization dashboard in Tableau

Please see the attached sample data. The sample data has four columns ID (integer), Vehicle (text), Event (set to either 'Start' or 'End') and Time, a date/time stamp. Each entry represents the start or the end of a unique trip and each trip ID will have a single start and end entry (two entries per trip). The timestamp is incremented into 15 minute intervals. The sample data spans a single month.

A dashboard in Tableau that shows a utilization graph needs to be built from this data. Utilization is defined as (Hours trip is in progress/Total Hours selected in interval). The dashboard should allow the user to select a start and end range of data, a vehicle from a drop-down menu (only one can be selected at a time), and select from one of two reporting options: Utilization by DOW or Utilization by TOD

Utilization by DOW (Day of Week):

A graph will be displayed that shows the average (mean) percent utilization by day of week (Sunday, Monday, Tuesday, Wednesday... etc). Percent utilization is the amount of time the vehicle is reserved (has an active trip), by 15 minute intervals. For example, if the date range the user has selected spans 14 days and one Sunday had 12.75 hours of utilization and the second Sunday had 8.25 hours of utilization, the graph should show 43.75% utilization for Sundays ((12.75 hours + 8.25 hours = 21 hours / 48 hours (two Sundays) = .4375). Monday and each subsequent day would display the appropriate value for those days.

Utilization by TOD (Time of Day):

With the TOD option selected, the user should also get the option to filter by day of week (Sunday to Saturday). By default all DOWs should be selected and the user can include some or all of them.

The TOD graph functions similarly the DOW graph, but uses a 24 hour scale along the X-axis, rather than seven days of the week. With a particular date range selected, the user can see the average (mean) percent utilization at a given time of day, in 15 minute intervals. For instance, if a two day date range is selected, and day 1 has a trip from 08:00 to 13:00 and day 2 has a trip from 06:00 to 10:00, then the utilization should be:

Before 06:00 - 0%

06:00-08:00 - 50%

08:00-10:00 - 100%

10:00-13:00 - 50%

After 13:00 - 0%

The DOW filter should allow the user to examine one or more days of the week. For instance, the user may only want to look at Sundays, or may want to look at the hourly utilization that occurred Monday-Friday only and exclude Saturday and Sunday trips. Regardless of the time period selected, utilization will always be defined as (Hours trip is in progress/Total Hours selected in interval).

Ultimately, many months of data will be analyzed using this dashboard. The format will be identical to the sample data (including rounding to 15 minute intervals) but the dashboard should be able to account for data that spans multiple months or years.

Ultimately this is being used in Tableau 2018.1 if this makes a difference.
