Small Project move from Codeigniter to Wordpress

Hello,
i looking for some one what can help me to have the same functionality like my codeigniter page ([login to view URL])
User can search for a Company in my Database Generate a Letter based on a Template and can Sign it with mouse or upload a signature or keep it empty.
He has now 2 Options:
1) Download , enter email address and accept the term of service and we send it to him over email
2) We send it directly to the company , depend on the options what we offer.
1) Fax , if the Vendor has Fax Number in Database (we have a Hylafax System in the Backend)
2) Postal Service, send direcly over a API trough Post Service
3) Postal Tracking Service
The user can use Paypal or Amazon Pay as payment.
In best case we can make this with Gravity PDF , Woocommerce
Keep in MIND EVERY FAKE PROPOSAL WILL BE REPORTED!
The Base design i like to keep header and footer (footer has to be go smaller now its to big)
Also the first page is ok, in base. But the another pages they has very bad UI ratings.
Do you a UI Expert ? send me a sample about how do you think has to look my new website.

* Page for Imprint / Contact Form with Contact confirmation.
* Page for Term of Service and Privacy
