prototype root CA server for unix based router to have client certificate for mutual TLS

Need to prototype a private root SSL CA server that can work with customer router equipment and validate their install certs for mutual TLS connections. we already have a Barracuda based FW that can handle the mutual TLS connection. we need a CA server that can be used for the client/router based cert. A lot of this is new for us, so we are pretty flexible with the setup of the project. common name would be Mac address of the routers for each case.
