Import CSV file to vBulletin 4 forum

I have a database in a CSV file, which I want to import into a vBulletin forum, v4.2.0

I have very few fields available: (small sample is attached)

CODE - unique identifier string

IS_TOPIC - Boolean, beginning of a thread or not

PARENT - identifier (CODE) of the post that starts the thread

LINK - URL of the original post, in a google group

TITLE - subject of the post that started the thread

AUTHOR - name of the author of the post

DATE - original date of the post, no reliable format

CONTENT - in HTML

Currently, the authors do NOT have accounts on the forum.

The data is delimited by "^" since commas and quotes are used in fields.

Complete data file is 65 MB in size, but I have smaller versions to do the work with.

I would be satisfied to have someone perform the process on a small portion of the data, then instruct me on how to do the remaining import.
