Wowza cloud engine latency problem

Hi

I m looking for someone experienced on live streaming. I m using wowza cloud for making live stream and currently video latency around 30-40 seconds. Its needed to be max 5-10 seconds. I m looknig for someone can make configuration on xsplit or whatever encoder his using and fixing our latency problem. Please apply if yo ure experienced on live streaming.
