Build a LIGHTNING FAST and CLEAN CODED Wordpress Website

Hello There,
I require a very fast wordpress template to be built from scratch. The design is complete. You will not be able to modify an existing template. This site needs to be CLEAN and FAST.
Each page template (12 in total) will be provided in Photoshop/Axure format and will need to be converted into HTML.
The WP template will need to be built with Speed and SEO in mind.
If you do not know how to make a LIGTHNING FAST wordpress website; optimised for SEO; then please do not apply. Final payment will be contingent on performance (e.g. pingdom). This website is going to be high content. It needs to load FAST.
A BONUS is available for HIGH QUALITY and SPEEDY work.
This task requires a high level of skill - please do not apply if you have only basic to moderate experience. There is a very high expectation of quality.
If you are successful this could lead to a very profitable long-term partnership for you. I have many projects for a good coder. Please only apply if you have ADVANCED technical skills in developing wordpress templates from scratch and access to a very accurate designer to convert PSD to HTML.
The final website will be rejected if it is too slow, does not have light and clean code, or uses shortcuts that affect quality or speed.
Please Note: This task requires a wordpress template be built from scratch - not modified from an existing theme.
GOOD ENGLISH IS ESSENTIAL. Candidates with a relevant Masters degree are preferred - but this is not a requirement. Thank you for your time.
