convert HTML to Drupal 7 theme

The design is finished. We have HTML, CSS, logo and images. Need to convert it to a Drupal 7 theme. This is just the first stage in a larger project, it's a plus if you also have experience in developing custom Drupal 7 modules and can continue working with us in the later stages. This bidding, however, is just for the theme.
*The theme should be cross browser (it should already be that, but minor modifications may be necessary)
*should be compatible with all the Drupal core functionality.
*Two column layout (one column for blocks)
*additionally some simple designing of the blocks will need to be done (to make it fit with the overall design)
*the theme should be made the Drupal 7 way (according to official recommendations by the Drupal team)
