Edit Pictures of People and Scenery with Photoshop

Hi, I need some photos edited in photoshop(About 66 for the first job, with about 40 that have visible faces of people that I want edited). I have a specific procedure that I like done and I would appreciate if you can duplicate it. This will be a regular job if done well as I consistently have pictures to edit. The procedure is:
If the image has people in it:
1. duplicate the image on a top layer and remove strap marks under the eyes, blemishes, and other imperfections with the healing brush tool
2. remove any imperfections in background or scenery that make the photo more appealing, use your best judgement
3. reduce that layer's opacity(or fill, depending on which looks more realistic) to about 20-40%
4. duplicate the edited layer, change the opacity/fill back to 100%, Gaussian blur enough to make edges of objects fairly blurry, add about 0.1-0.25 uniform monochromatic noise
5. add a layer mask, hide all, use a brush tool with blurry/faded edges, with pressure settings on and about 50% fill to further cover up strap marks under eyes, blemishes, imperfections, etc.
6. set opacity of this layer to about 10-40% depending on what looks best and natural
7. flatten layers
8. adjust the levels to what looks best, usually slightly higher contrast
9. adjust the hue/saturation to what looks best, usually slightly higher saturation and a color tint to balance the dominant color in the scene
10. adjust the brightness/contrast to what looks best, usually slightly higher contrast and brightness to balance any deficiencies in the original or the level edits from step 8
11. reduce the image size to about 1/3 to half in most cases, or at least some
12. add the lightest amount of noise possible
13. add a slight unsharp mask
14. save as high quality jpeg
**If the image has no people, only steps 2, and 8 through 14 are needed
I am also open to your own suggestions in editing the pictures. I may also ask you to do special edits for certain pictures. As stated if you do well this will be a regular job.
Give me a quote for 66 pictures, with about 40 with people in them, and also a quote for a single picture with people and another picture with just scenery(for future reference, assuming you will do 10 or more per job, I would like a bulk rate). I have included some sample before and after pictures with my editing technique, I would like you work to be of similar or better quality. Thanks for bidding.
