Fix utf-8 coding problem in my website

Hi,
I am getting lot of black colored question marks wherever semi-colon is used on my website content. Like here

this is happening in almost all 550 pages on my site. This seems to be utf-8 related encoding problem. I don't want to modify each page from backend as it will take long time. My site based on php and mysql. So I need an expert who can fix this problem as soon as possible in a day or two without editing each and every article on my site. When I submit and upload fresh content it should not again create such black question marks. You should do complete fixing of this even when i submit and edit by fixing the problems in php scripts itself.
