Web based virtual queue management system

I need you to develop some software for me. I would like this software to be developed . University project:
To build a web based virtual queuing system using client and server side scripting technologies such as html/css/javascript - php/asp/jsp,nodejs etc where in such system a DB is obviously required (mysql etc).
The hosting of the app is flexible for you to recommend, using PAAS such as AWS or google app engine etc.
Such virtual queue system is usually quite simple and common thus there are already free source codes online to download and modify, however we would like to know the estimated cost if we were to engage a developer to assist with it.
For now, we only would like to know a ballpark figure from you on such system. If the estimated cost is acceptable, we will then share the detailed requirement specification in terms of the detailed customization, however the fundamental objective remains, a standalone virtual queue system.
To allow you to better quote on the ballpark figure, below are some very high level requirements leaving out the nitty gritty details.

1) End user account registration (first name, last name, mobile number, email address). Login ID - mobile number.
2) Merchant account registration (business name, address, contact number, email address). Login ID - email address
3) To restrict each user from joining more than 1 queue of any merchants at a single time (as logically a person cant appear in 2 different place at the same time)
4) Admin panel to allow administrator to perform the following tasks:
- view the list of registered users and merchants (list extractable and downloadable to csv file)
- to approve or reject the accounts (user or merchant accounts shall be set to active only when approved and verified).
- view history records (ie login history, which merchant queue a particular user has joined, did he get served in the queue, missed or rejected). Including some history info on the merchants.
5) Merchant allowed to customized their own queuing system - ie configurable and flexible. For instance an option to create only 1 queue lines or more (up to 10). Able to label each of the queue, to choose between the option to manually accept the queue joiner or allow users to join by itself etc etc.
Further nitty gritty details for item 4&5 to be shared later stage. But we supposed from the above description, you can have a rough idea of what the system does to allow you to roughly quote.
