Simple Landing Page With Newsletter Subscription

We need someone to put together a very simple Bootstrap landing page with a header, some text and the ability to join a news letter based on preference.
In total there will be around 25 newsletters all connected to a single account on different lists.
I will supply you with the header picture, logo , top text and the list information.
This should not take a long time and our max budget is $30. Please do not bid more than that as it will only take a couple of hours if you know how to use the mailchimp API.
