iOS Match3 kind of Puzzle game (June 2013)

Hi,
I need a match 3 kind of puzzle game that plays like this.

Gameplay:
- Gems will drop into the scene
Need a manager to "random" the initial drop and drops after player reaches certain level
- Players will draw and link the gems (left,right,up,down, diagonally) and upon release will check if player linked 3 or more.
If more than 3, will pop the gems.
- Features like, if player pop X gems, will spawn a new colour gem
- Features like if player pop X gems, will spawn a power booster
- There will be instant power booster to use. Just drag or tap the power booster from slots into the game

- Every game, we will track the player's points, if it hits a certain point, we will regard the player as "level up" and will show new graphics to the players
Need a manager to manager the graphics presented to players.
- Story mode to have a progress track. But i want to be scrolling left and right only.

- Facebook integration to
1) show your facebook friend's score compared to yours for each level

2) Send gifts to friends, receive gifts from friends
3) share score to facebook
Game modes:
- Story mode (game mode with full screen comic cutscenes)

- Endless (survival mode)
User Interface:
- "Main menu"
- "more games" page, that can scroll up and down, once clicked, will direct to itunes directly
- "Shop" for player to buy power ups
- "Free bucks" to integrate an incentivised download SDK like Tapjoy
- "Play page" to choose your booster
- "in-game" UI
- "Result page"
- "Unlock" new item pop up page
Graphics:
- 2D graphic, my team will provide all the graphics needed.
Sound & music
- will be provided, for the development
Source Files:
- I will need source codes/files every stated milestone and upon upon completion of the project
- Codes should be clean and commented
Test:
- Test for several devices (has to be ready for iphone 4, 4S, 5, iPad, 2, 3, mini and Galaxy S3, Note series)
- Support and bug fixes for 3 months after launch
Development Stages:
Phase 1) Prototype, 30% upon Completion
- Development of the game with the basic mechanics with placeholder
- Adjustments to the game mechanics and controls
- Basic UI in place
Phase 2) Amendments and Actual Code, 40% upon completion
- Refine the game mechanics
- Add visual design to the game like effects particles, screen shake etc
- Refine the UI and link game stats to main game
Phase 3) Polish & launch, 30% upon completion
- Add sound effects and music
- Refine game mechanics and visuals
- Polish user feedback and interactions
- Make it work on all iPhone versions, test for bugs
- Support and files to submit to Apple Store & Google play (I'll submit)
I will need the provider to:
- Use Cocos2dx
- prepare this project to launch for iOS and Google Play
- Propose a cost based on the descriptions provided, the descriptions provided are about 85% of the game.
