Small VR World

Hey I'm just trying to understand what it costs to build small, medium and large VR worlds / areas.
Ideally to create a small realistic city intersection of crosswalks, with a couple of buildings that people can walk into. Then a big billboard, which runs down the side of a building for VR advertising. (Similar to times square, new york).
Does this make sense? I want to understand what it costs to build something very small to start with. Then for myself to actually be able to put on my oculus headset and walk around in that space. So that I truly know the cost of hiring VR developers and the time it takes to create these small areas. I'm just after quotes right now. Ideally by the hour.
One of the MAIN THINGS I want to achieve here is seeing everyone's portfolios, of what they've done so far within building small virtual reality worlds.
