Outlook reminder alert database

Looking for developer who can make script using access database and outlook to manage events calendar, and send reminder to spasfic users before the due date of a tasks or appointments. The database should work as follow,

All users of the database updated it by filling the subject reminder, each user his email address is the user id to the database.

Example meeting of safety talk on the 10/30/2009 user is Abdul at [url removed, login to view]

The above user gets a popup message like a yello sticker on his outlook to remind him according to specified time he chooses to be reminded.

If the reminded messages need for action to be taken such as filling a form for vacation a popup message send to user on the specified time, and the user did fill the form of the vacation but the action on the message send to him is asking for attachment then image copy of the action should be posted to the database then the reminder get closed only if the image posted to the database.

All messages and action passed the due date and not completed get listed on screensaver to each user. It will be displayed on his screen if he didn't work for defined time.

The database be able to accommodate image copy of the process where asked to be completed and never stop sending alerts to user until the task is completed and the image of the document get posted to the database.

The application should work in intranet and should be durable and user friendly
