Responsive template design SMARY/SmartJobBoard

We have a website running on SmartJobBoard ([url removed, login to view]). We need to develop a responsive template for access using different devices. Both stationary and mobile. We want a clean and simple design and I attach some screenshots of sites that we want to use as reference.
What is important for us is that all essential functions work as registering new users, CV search, job publishing, searching and viewing job (as a list, and with the help of google maps), and the playing of recorded CV's.
We like bootstrap;-)
Freelancer must describe and show examples of their experience developing templates in Smarty and/or SmartJobBoard.
The budget for this project is not very large but please bid whatever you think is right.
You must include the words "SJB Template" in your bid - otherwise it will be rejected immediately. We only want serious bids. The project must be completed within 10 - 15 days. We pay full fee after completion. Please do not ask for high milestones. We do not want to tie up our resources.
