Beautiful website and logo design for designer and teacher

This project is for:
- A beautiful website for a textile and fashion designer and art teacher
- branding
- logo design
- Animated lifestyle image (including: sewing machine image, paintsplat image with sound of splat) (please advise on technology to be used so it's compatible with Ipad)
- Interactive parts for children and parents
- It needs to have a very English feel
- Slideshow (or animation)

- Intro, homepage, about us, design (detailed info), teaching (inc. case studies), classes, testimonials, contact us (inc. form), T&Cs
Colour scheme: maybe a twist on Union Jack (badges on red background to resemble the flag), light, vibrant, fun, multiples, repetitive, intricate, detailed, maybe some 3D elements.
Drop down menus
Classes should be easy to change (please suggest ways to do that cost-effectively, maybe a one page CMS)
An agile approach should be employed with a beautiful homepage live asap and the rest uploaded as they become ready.
The first I will expect is a full document proposal with mockups.
The succesful bid will be closer to the lower end of the budget.
You may have to sign an NDA and rights release form.
