Build new online store from existing Magento files.

We have a partially built website. It is live, yet incomplete. We want to completed to be a fully functional commerce store.
We are clear on the design that we want it to look like.
requirements:
[login to view URL] will be a homepage - we will provide images of the exact look to a shortlist of bidders.
2. On the homepage there will be categories, with photographs, which will be opened by clicking on with mouse. (image of this will be provided to shortlist of bidders)
3. The categories will have "subcategories., which will be opened up by clicking on with mouse. Each subcategory will have photographs as well as product info.
When people choose products they will then be redirected to transaction. This will be paypal.
The successful bidder must make site live (i.e. link to our paypal account etc)
The project is extremely urgent. The successful bidder will be be based on cost, as well as time. The costs and times will be a requirement for the bid to be awarded.
