Create a Desktop Application

I need a desktop application where I can draw on small squares (pixels) and when the animation is played (with a transition selected), it should be played in two ways, rectangular/square and circular as shown in the video.
There are speed control, repetitions and animation type control options in the application.
There should be an option to save the design with all the above settings.
I should have a button to generate hex file out of the design which will incorporate some backend code.
You will help in integrating with a dummy text file. Reading the text file, manipulating it based on the design and settings done on the application and then saving a copy of the text file in memory, without saving, as I don't want user to know about it. The template text file should be packaged in the exe but should not be user visible.
