directory website

Hi I am looking to build a website from scratch. it needs to be a diretory site where users can creat profiles and then post jobs/apply for jobs. user will search (refine) for match by inputting details such as: -when position needed (timeframe), availability -duration of position -age,gender -nationality -type of work (ie housework included) -location -preferred location -wage -experience -whether applicant has Aussie Visa/passport or is eligible (info link to immigration website or site based eligibilty calculator) -user number (each user to have a number) -full time / part time / either -live in / live out / both -likes pets -religion profile will have various sections including: -referal - so that other users can leave positive feedback -interview -photos -letter to employer introducing themselves user show in search function as most recent but would like ability to pay a fee and show at top of list, profile on home pages (alternating) users to be able to add potential matches to a favourites page (free) facility to compare favourite applicants users to be able to indicate interest in each other (free) then reply with yes, no, maybe maybe internal secure email function? site based chat function site based social function so that users can rganise meeting groups and outings in local areas. link to facebook site site to have general info on aupairing in Australia e.g. eligibility, visas, expectations, areas of Australia, licensing, transport, airlines etc. need to be able to build on this.
